The following discussion applies to balls with symmetrical cores:
As the pooh said, flare is maximized when the pin is 3 3/8" from the PAP, and decreases to essentially 0 when the pin is on the PAP or 6 3/4" from the PAP (which would be near the track). For a smoother, more arcing reaction, the pin should be between 0 and 3 3/8" from the PAP. For the reaction you've described, I'd suggest a 1 1/2" pin to PAP distance with the cg near the grip center.
The strong influence of the mass bias position on balls with asymmetrical cores introduces other variables. I have found it safest and best to use the layouts suggested by the manufacturers and described in their layout sheets. -- JohnP
