I have came upon a Combat Zone TE3 (orange pin) pin distance is less than 1 inch with 3.5 of top wt. I feel I am kinda handcuffed here on how to drill, thoughts and opinions will be appreciated. Please keep in mind, alot of the older tour edition balls have the weaker coverstocks (ie: reactive urethane)

what do you want it to do

pin axis is a great control drilling. especially on sport. my blue vibe which is as close to pin axis as i have (2") is great. very smooth

That was really what I was getting at, what are my options?
I was thinking pin palm, kinda like the rico location, but I am not sure. Does anyone have a ball layout similar to this? with a pin distance less than 1" and how did you lay it out.

Personally I'm not a big fan of the pin axis or rico drillings.  In my experience a short pin shouldn't hamper you too much.  I'd just go with:

1) pin under
2) 3 and 3/8 pin to pap
3) drill the fingers deeper than normal and
4) drill a weight hole either:
     a) on your pap for a smoother reaction or
     b) about an inch past your pap for some extra flare (just be careful not to drill the weight hole in your track area).

To get extra flare I'd normally put the weight hole a couple of inches below your pap on your val, but with the short pin it'll be difficult to keep the ball within specs if you put a weight hole below the centerline.
