Title: pin placement and top weight

I'm sure this has come up before but will ask it again. I have bought balls before with certain pin placements and convinced on strong balls with dynamic cores have had poor reactions with less then 1.5 pin inch placements. These of course are on symmetrical balls. Now on the opposite side with like 4" or more I have found many of these balls to seem like they are "core heavy" and roll early but not necessarily as rev easy. Is this true?

Top weight...I have no idea why it matters or what that even means in relation to the reaction of the ball so please enlighten me why 2.5-3.5 is recommended and not lower then that or higher.
