Would the typical bowler really notice much difference between a 3 3/8" and a 4" pin to pap distance?

No. Small difference, i would rather go 4" then 3 3/8"

No....it's 5/8", which depending on the core dynamics is very little in overall reaction.  To a high-revrate player it might be a little bit noticeable....but not much at all.

There is no "better" layout...it's all in what you want.
