The 3 1/4oz topweight would make it real tough, but I think, possible.
To remain "legal" you could only have 1oz of thumbweight or 1oz of sideweight. While not totally accurate, this means that you would need to remove around 2 1/4oz weight with the X-hole.
According to the chart, a 1 3/16 hole, 2 1/2 inches deep, will remove 2 1/4oz of weight. This means that the X-hole you would need to drill this ball RICO would be in the neighborhood of that size and depth.
PLEASE UNDERSTAND, this is not totally accurate because the CG will only be 3 inches from the pin while the x-hole is supposed to be 6 3/4 inches from the pin. You might not have to remove quite as much weight because, once you start drilling the x-hole, the CG will move away from the x-hole and back towards the top of the ball, where you can have up to three ounces of topweight.
You would just have to keep drilling and re-weighing the ball until you got it to fall into specs.
