Which leads to the question....What is negative?.

The more I think about it measuring anything in relation to the grip center means nothing.

Shouldn't all our measurements be in relation to Track?

ie I believe that is long as pin is to the positive side of the track it will create an imbalance to the pocket.

ie I believe that as long as a cg is positive to the side of the track it will create an imbalance.

Therefore for me at a PAP of 5 1/4 yes around my middle finger is starting to create drillings that if my pin and cg are their they are right near my track but still on the positive side of my track thus creating an imbalance towards the pocket.  Even if the static weight is slightly negative, once the ball is up and heading down the alley.  Say if I drill a 6 X 6 the weightblock is still to the positive side of my track thus creating an imbalance towards the pocket.

My friend Mike Austin can actually place both his pin and cg (because of lower PAP) probably an inch past his middle finger (on what is considered negative side of the ball) and still have positive factors towards the pocket.

Both cg and pin inside his track and a positive force toward the pocket??

Mike, other gurus?  Correct??
Therefore, what is negative?

I think this point was brought up during the USBC Rule Change threads.  What you say is true.  That's why people talk about having a ball drilled 5x5 or 3x4 while it's not as useful to say "pin next to ring finger" since the PAP is unknown.

There's a good argument that forcing the CG to be within 1" of the grip center limits drilling options for high track players significantly more than for lower or medium track players.  There's no clear reason to punish high track people (like me).

The downside to that is that the PAP can change with different releases.  What was once a 3x4 layout may now be a 4x5 or even 5x6.

You have it!!!  Grip center/holes are just reference points, but I also take into consideration the persons PAP when doing the layout.  PAP, when we have an idea where it is, is the best reference point.  

4 inches is 4 inches, the same for everybody.  But, pin over the ring, is not the same for everybody.

Beware getting the pin around 6 inches from the PAP, now you are getting the pin close to the track which reduces the dynamic imbalance of the ball, making it go longer and less flare, as always, your mileage may vary...

There really isn't "negative pin".  Many people say that because anytime the pin is to the negative weight or track side of the grip, it looks odd, most drillers in my area never drill balls in this manor.  Pin to PAP distance is what matters.

This topic is the reason that I don't ever use the drill sheets that come with the ball.  Some people are astounded by this.  A 3 3/8 "leverage" drill puts the pin about 1/4 inch to the right of my ring finger, that is not going to look like any of the pictures on the nice drill sheets.  For people with high tracks, you will have to shift their grip 2 inches to get the pin 3 3/8 from the their PAP, that is not gonna look like my ball, even though it may look like the drill sheet.

Shelley, the first number can still be the same.  Pin from PAP, the second number will change, if the new rules get passed.  Don't think they will though....
