Can you clarify your original statement? It makes it sound like you got two identical balls drilled by each shop and the second shop's drilling hooks more?
What ball did you have the PAP test done with? Where and how did you throw it?
The numbers you show aren't terribly different and not a big concern unless you are a high level scratch tournament player. If the two different shops put you in two different sets of pitches (get a 3rd shop to measure the other shop's drillings to see how close they are), you might actually be releasing them differently enough to change your PAP a bit.
The best way is to use a very low flaring ball and use your normal release on the oiliest part of the lane. You need to find the first oil line closest to your fingers and thumb. A slight scuff of the ball will help you see all of the oil rings. Once you think you have the PAP measured, put a 1" square piece of the ball and throw it again. Again, throw it in the oil with a tight line. You're trying to see flare, not hook or strikes. The tape should not move during the first 10-15' of the lane. If it wobbles, you don't quite have it. Someone behind you will have to watch. Even low flaring balls can do their thing earlier than you might think.
