I have a Black widow solid(NiB) I was thinking of drilling with a 1::30 drill layout.I was wondering what kind of reaction I would see on some of the pba patterns

it gets decent length and very smooth controllable back end reaction this is good for pba patterns cause u dont get a huge jerk off the dry

Just go to hammerbowling.com and check out Drilling #4 I believe for the BW. Flush is spot on with his assessment.

Would a Hyroad with a RICO drilling be considered a strong ball with a weak drilling?

Because a Rico drilling is generally much earlier hooking/rolling than the average drilling, I would consider it a strong drilling, not a weak one.
