2" Pin buffer?

Ball layout is new to me. I have read on this board some people use for example 4.5" layout with 2" buffer. The 4.5" pin to PAP is something I am familiar about. But what is the 2" buffer they talk about?

Pin buffer is the distance from the Pin to the vertical axis line
