Has anyone ever heard of drilling a hole in the bottom of the ball to add Top Weight ? These are not pancake weight blocks but rather stong current cores. My guess would be that if the cg is not in the center of the grip and the hole is driectly under the grip center, what would this do ?

I think that on a modern bowling ball, drilling a hole 180 degrees around the ball would be a bad idea. Flaring weightblocks would cause the ball to flare over/across the hole if placed that far past your val.
Putting the hole there would change the "static" weights, but those don't mean nearly as much with a modern flaring weightblock as they used to with non-flaring weight systems. They still have an influence, but much smaller than before.

I agree with you 100% but there is a driller in my area that does this.
I just wanted to see if anyone else did.

depends on the drilling options you want
we just punched a blue death last night with very low starting top weight, ended up puttinga a hole 10 around on his horizontal axis line, never clipped the hole at all. Ive personnally added holes 8-9-10 inches around the ball to add top weight back in with great results
