I think this depends on your rev rate. For the crankers (400+ rpms), it should have a greater effect than for the rest of us. My understanding is that mass biases placed at 45 degrees (or less) will give an earlier and smoother reacting backend (more of an arc type reaction). In BTM, Torgy's article states that these layouts are good for crankers on fresh, shorter oil sport patterns. The longer pin give length and the 45 degree mb give an arcy backend. As the angle is increased (up to 90 degrees), the breakpoint becomes more pronounced, resembling more of a flip type reaction (comparatively). He states that these are better once the oil pattern breaks down, still allowing the ball to get down the lane, but ablle to recover from deeper angles. The longer 6" pins were recommended for the crankers and shorter pins (4-5.5") were recommended for strokers to tweeners.
