weight hole drilled at angle?

Could someone help me understand...

1)  How does pitching a weight hole cause a different ball reaction than say drilling a weight hole straight in with no pitch?

2)  Is pitching a weight hole legal?  If yes, how much pitch is legal?

My son got a used ball which has a pitched weight hole and the balls reaction is completely different that I get with the same ball and nearly the same layout.  Would the pitch in the weight hole make that big a difference?

King, what is the difference in ball reaction of a hole pitched up or pitched down?

Pitched down increases flare, reverse for up.
