Weight hole question from Reno coverage

I have a question about P4 holes based on something I just heard. I was watching the Facebook live of practice in Reno with commentary by Mike DeVaney. At one point in the video he’s watching a pro who doesn’t like the reaction on his ball because it’s too smooth. He immediately says yes, that’s too smooth, put in a weight hole 4 over, 2 down, 7/8 drill bit and 2 1/2 inches deep. I’m fine with that and the reasoning behind it, but my question regards his immediate indication of the placement. Looking around at all the weight hole discussions, you’ll see locations commonly stated as "on the VAL 2 inches down from PAP", "past the VAL 2 inches down", and even say "inside the VAL". Usually though, the PAP is taken into consideration. Either DeVaney was familiar with the bowlers PAP, or else his immediate reply indicates that the PAP location didn’t really matter. I don’t want to draw too many conclusions from a brief comment, but I see nothing else other than those two options: he either knew the bowlers PAP or the position didn’t matter.

Which is true?

I just bought an Intense also, 4x4x1 and it's a bit lazy, but breaking in still. I usually use a weight hole on VAL 2 inches down, so if I add a hole, I'll look for the sheet you mention, it could be most interesting.
On edit, I looked and don't see anything on the product page except the bottom of the PSA layout guide,  I think that's the purple sheet you're referring to, shows the regions of balance hole placement. Nothing specific though, and nothing that says max flare for each layout. Is that the drawing you are referring to?

If it's a Storm guy he probably has a good idea of the specs, but anyone good enough to be a tour rep is going to have a pretty good idea what the PAP is just by looking at the ball or a players release and ball roll.

The other thing is there is a lot more "I like my pin here and my weight hole here" from bowlers on the PBA Tour than you would expect.
