How do I know if I need to drill a weight hole in the ball?

Two reasons:
a) Make a ball legal. Check on a do-do scale if the ball has too much (positive) side weight, AFAIK 1 ounce is allowed. A weight hole (most commonly placed on the PAP) just reduces this side weight, and can affect ball reaction, depending on where it is placed and how deep/narrow it is.
b) Tweak ball reaction. Sometimes after drilling you might want to slightly alter the ball reaction. Besides drilling thumb or finger deeper, a strategically placed extra hole can offer some additional options,  e.g. reducing or increasing flare, stabilizing the ball's roll, etc., but these are just minute changes.

Diz -- You're a little off on this statement.  First, a ball can be illegal on finger or thumb weight as well as side weight.  Theoretically, one could be illegal on top/bottom weight also, but the manufacturers don't put enough top weight in balls to make them illegal using normal layouts.  For heavier weight balls, the limit is 1 oz for positive/negative side weight and finger/thumb weight and 3 oz for top/bottom weight.  

Secondly, a balance hole on the PAP will affect other weights than the side weight.  If the PAP location isn't directly on the grip center line the hole will affect either finger or thumb weight.  And any hole less than 6 3/4" horizontally from grip center will reduce top weight.  --  JohnP

Yes, you are correct. I just had in mind the case that I most often come across, the 1 ounce side weight limit, esp. when you have a ball witha strong pin position or a swung-out CG.

Correct again - besides the relative impact on any static weight it also affects the ball's internal weight distribution and effectively the RG, esp. when you drill into the denser core material. I just wanted to give a quick reply, since the question posted was IMHO of rather general nature

I probably worry too much, but I can just see someone coming in to see his ball driller with a request to "reduce only the side weight".  And when the driller says that can't be done, he retorts "You just don't know how - the guys on Ball Reviews say it can be done".  --  JohnP
