Depending on what the topweight is, you can do quite a few things with it.
One of the things people have started to do is underestimate what a pin-in ball can/will do.
Actually, there is a school of thought out there that says pin placement doesn't matter, as long as you can achieve static "legal" weights.
I'm not familiar with the Action Attack. Does it have a marked Mass Bias on it? If so, the cg means even less as far as ball reaction is concerned.

No marked mass bias... and I hope you meant to say that the school of thought out there says the CG location doesn't matter as long as you can keep the balance legal.

Don't be bummed about a short pin. You will still have plenty of drill options.
Being a high tracker, you don't want to place the pin too low. Depending on the layout you choose, you will likely end up with some finger weight. Drilling the fingers deeper will help keep static weights reasonable.

again... depends on the top weight how flex you can be with it.
2.2 - 2.7 you can flex no problem
2.8 - 3.2 you can flex with some caution
3.3 - 3.7 cant flex too much without a crater for an x-hole
3.8 - 4.2 DANGER WILL ROBINSON!
