What does this mean for PAP

Curious, found out my PAP is 4 1/4 and 9/16 up. Is the 4 1/4 the distance away from my grip?  What does 9/16 up mean?

The (4 1/4") horizontal measurement (midline) locates the VAL (vertical axis line)


The (9/16") is the vertical measurement on the VAL that tells you how far above or below the midline your PAP is on the VAL.
