I am not totally sure about that... I thought Bonanza's were allowed, just not in PBA competitions...

Bonanza's are allowed. Just not Bonanza II's.

Bonanza's are just blems, but Bonanza II's are generally just test balls.

Sometimes there's no telling what a Bonanza II really is. It might be a weird core/cover combination that's not otherwise approved (i.e., not just a blem of a current ball). Since there's no way to know, I think they just ban them all.
