X-outs are legal. Bonanza II's, which are really bad X-outs, are not legal.

Sometimes there's no telling what a Bonanza II really is. It might be a weird core/cover combination that's not otherwise approved (i.e., not just a blem of a current ball). Since there's no way to know, I think they just ban them all.
