First of all, I would never ever hit the surface of any ball with 200 grit. You can smooth it out and polish it, sure, but it is a lot of material to use.
Second, I would consider taking it up to around 1500 grit with sandpaper, by using 1000, then 1200, then 1500 grit. Make sure you use alot of water or water/liquid soap, and keep the surface wet when you are spinning it. If you feel anything rough under your hand, pull the paper off and clean it. If you don't keep the surface clean as you sand, you will add deeper scrathes.
Third, take a good rubbing compound (ebonite matte does fit the bill) and take up to a light sheen finish, using meduim pressure and alot of overlapping circles.
Fourth, using a good, fine grit polish, and alot of elbow grease. If you are resurfacing your ball by hand, with out a spinner, it could take 6 hours to do it properly. I have spent 3 hours polishing a ball once.
The V2 Pearl was a meduim finsh, I believe 800 grit with a rough compound on it. If you want it to look like a mirror, you are going to get more length, and more of a hockey stick back end with the ball.
