Scuffing/roughing up the surface will help the ball get and earlier grip when playing deeper inside (starting in the oil). However, since that cover is a particle pearl, I would not suggesting going all out and sanding the entire surface. I'd suggest getting a mild Scotch-Brite nylon pad, like the grey one (800-100 grit, approximately) and, in a practice, hopefully on a condition simialr to your league, by hand, use it to slightly start taking off the polish. Do this very gradually in small steps to get the desired reaction.
I have encountered similar situations to yours and learned that, more often than not, sanding the entire ball still gives too much reaction. Sanding a particle, even a particle pearl like this can result in a very dramatic change in surface.
The idea is it's hard to tell just how much of a change you really need. So rather than going back and forth from sanding to re-polish to different sanding to re-re-polish, just doing right the first time, in small patient steps is best.
