Since she's already a girl, what would be the harm in letting her use a brace if 13# is too heavy?

Is she using a house ball now?  If so, then having a properly fitted ball will be much easier to hold, even if she's moving to a fingertip grip.  That would allow her to use a 13# ball with the same effort as a poorly-fitting house ball.

no she has her own ball, but its a plastic, so it doesnt move, she has finger tips in it to, but when she tries to throw a hook, nothin happens, so thats why im looking for a  ball for her

Pacific Storm

The Pacific Storm is a reactive resin ball with a highly aggressive coverstock, a high RG, a high core torque and a flare potential of 7". This ball is skids easily down the lane and reacts violently on the backend as long as it is dry. This ball is best suited for a medium lane condition with a dry backend.

I weighed it.. its like 10.5 so its either 10 or 11 pounds.. not sure..

http://stormbowling.com/ball/archivedball.asp?ballid=133 (ball info)

The ball seems to be in good shape.. has some long scratches.. doubt they would really effect the roll of the ball.. Can send pics if you want.. I dunno about cost.. we can discuss that later..
