Thats illegal.  One has to have a consistent surface on the ball.

It is illegal in the USBC but it is tough to enforce.  It's legal in the PBA...

my president of my league saw me do it when i scuffed the back flares and he never said that it was illegale but i just changed the surface to 2500 sanded this just allowed the ball to down the lane but it would get into a roll a little bit earlier

I've left mine at 4000 so far, and it works really well. I just make sure to remember to clean it on the regular, though its just a habbit I got into a while ago for all my equipment.
