Just a bit of advice on the Cobalt for the drier conditions. With you speed, you should be able to lay it out like mine 4 x 3 1/2, with the cg stacked (pin will be it the 2 o'clock position to the ring finger; should look like this:

Close as I can get, but I have the same speed as you, with probably more revs, as I am a tweener. I can use this Cobalt on medium/light to light. I got a second Cobalt and laid it out 5x4, pin above the ring, and cg just left of stacked, for the lighter to dry stuff. I can always add polish if needed. Let us know how you like the two balls.
As for the Carbide plus, I would go 4x3 stacked; somewhat close to the Cobalt layout. You can go strong with the layout, since it will be for the heavier stuff, and again, if too strong, just add polish, or fine sand it and polish.
There are others more qualified with layouts her, that should help out, or give a thumbs up to my suggestions.
