I think they messed up as well. Remember, though, that even though this is a plastic ball, I believe it has a core. Most other plastics such as Target Zones and White Dots, have pancake weight blocks, so top weights are typically around 1-2 ounces, not 4+. Most balls with cores inside can have higher top weights. 4.9 is a little excess, but have seen alot of balls with over 4 ounces of top weight. I do not think it is a blem. Sounds like more of a misunderstanding from where you bought it from.
