Because it's not a different ball; it's the same as the regular, just polished, which anyone can do.

There is a slight difference between taking the SCB and polishing it yourself, and the fact that the PSCB is factory polished.  I have always heard, and experienced that factory is better than self or shop polished.  Just my .25 cents worth, but maybe someone has .50 cents or more to add.

Slightly different, maybe. "Better" - I'm not sure what that means in this context. I doubt the average PBA player could tell the difference (between a Lane#1 shine and a shine with a spinner), no less one of us.

The PSCB is legal as per the USBC and the factory polish does feel a bit different than when you do it yourself. But different amounts of polish and you can pretty much gain the same reaction, you just can't create the pressure on the ball that the polishing machine at the Brunswick factory does.

A human may not be as consistent as amachine, but they can certainly put an equivalent polish on a ball.
