It is a sold resin coverstock. I do not know exactly what it is but what I can say is that the ball eitehr repels oil or soaks it up mighty fast.

 I can throw my ball down the middle of the lane through all 60 units of soup and by the time it gets back to the ball return, there is no oil track on the ball.

Maybe this is a version of Phil's infamous Soaker????
