Title: What the #%$@ kind of drill is this??

I've never seen a ball drill like this. What is it suppose to acheive?

Looks like a drill for a full roller to me.  Supposed to reverse the flare or something, so it goes away from the holes.

Yeah I saw that too, and was gonna do the buy it now but saw the full roller on it and decided not too.
