14 lbs vs. 15lbs

I want to increase my ball speed is this my best bet and if it is how much will my ball speed increase.

Kinda but not really. Your best bet would be to start the ball higher in your approach. Say if it is normally held it at your waist before starting your approach bring it up higher, closer to your chest, to start your approach and project the ball out.

why not just try a small workout like 2-3 days a week to add some more strength? Otherwise i'd say raise where your ball starts as was said or try and get your feet a little quicker to the line if you can

Quicker footwork and/or a freer armswing will help you increase your speed much easier than a change in weight.

 Simply dropping down in weight won't necessarily increase your ball speed. I dropped down to 14lbs and still have the same speed. My ACCURACY has increased, but my speed hasn't changed.

I had an injury to my shoulder and for a long time I wasnt able to get the ball much over 15 mph.  I started curling a 20 pound dumbbell and I just have it sitting next to the chair and pick it up while watching TV.  I probably curl the thing dozens of times during the day but anyway as a result the 16 pound bowling ball feels very light in comparison to that dumbbell.  The result is my arm swing is longer because the ball feels lighter and my arm is stronger and I have picked my ball speed up to about 17 mph and I have hit over 19 mph on spare shots.  If you can curl that dumbbell anywhere from 60 to 70 times a day, that would be the equivalent of 3 games of bowling.  Another thing you can do is get into the release position and swing the dumbbell in the same motion as your bowling swing.  Your ball will feel lighter and you will get additional strength in that arm so you will not tire as easy either.
