Not really sure-I know you have to be a silver level coach and have so many years of service-maybe contact a gold level coach and ask his requirements?

The last time I spoke with David Garber back in June they were making changes and upgrading the requirements.  I have a list somewhere around here that was from last year.  I lack 2 things on the list....  Just in time for change, lol  The requirements are a lot more than the Silver or Bronze.  Experience is the big factor.  You had to show documented proff of your coaching experience. Things included were marketing, IBPSIA certification (NOT membership), Video work, private lessons performed, clinics, and successes.  I will see if I can find the list and print it.

Or you could just be appointed like the first 17 or so....that's fair.

The first 17 or so most of them I know or have at least met.  Trust me they earned it.  They set the standards for the programs.  People like Fred Borden, Jeri Edwards, Rod Ross, Ron Hoppe and Susie Minshew have all been instrumental in getting bowling coaching where it is today.  People like Bob Maki, Cary Pon and many others that were at USBC really took it to the masses.  Of the original Gold coaches that I know all have accomplished the same standards as the Gold certification requirements set by USBC.
