Drilling and Layout Question

I'm looking into laying out my own stuff, I've been reading and asking around a few questions picking up a little everywhere I can... but I have one that maybe one of you can answer.  I understand a little bit of laying the ball out.  Let's say I want to use a 4 x 4.  I know this means 4 inches from the Pin to the PAP, and 4 inches from the Mass Bias to the PAP.  You would want to draw a radius around the pin and the mass bias that is four inches for both, and where they intercept would be the spot for the PAP.  What does a company mean when they say use a xx inch pin buffer?  I'm not sure what they are talking about.  Halp plz.

That's the thing that goes "click-click...click-click...click-click" when you activate your directional siganls. It's called an alternator because it alternates between "light on" and "light off"
