Ruling???
« on: March 30, 2005, 06:18:05 AM »
Last night in league, the team we were bowling against only had one person there for practice. (4 man teams)  After practice ended, another member of the team showed his face. (didn't unpack his ball or anything just said I'm here).  The two guys went to talk to the guy who does the handicap pool for 10 minutes.  They then come back and roll the first frame (we were already done the first frame) then go out for a 10 minute smoke break.  After the smoke break, they bowl the second frame (we were again all done that frame) and we finish out our third frame.  They then both go to the bathroom before starting the third frame and when they come out, the other two guys show up and they skip them in to catch them up....it took us a little over an hour to get the first three frames done.  I asked the league president if there was any kind of time constraint and he said as long as they showed up before the start of the fourth frame, there was nothing he could do.  Similar experiences?  Advice?

It sounds like they were stalling for time. Unfortunately, as bad as that is I don't think there is anything you could have done. Atleast they could have had the common sense and the balls to say their team was going to be late and ask could you guy hold up on bowling.

Yeah, that wouldn't have made it as bad...and to add a little insult to it they went out for a 15 minute smoke break in between each game.  My whole team is non smokers...

Your team should have skipped them and continued to bowl if they were not ready to bowl within a reasonable time after completing each frame.  Once your team had completed three or more frames, any bowlers not already present would have been ineligible.

This should also be addressed with the officers and team captains.

Isn't there a rule stating that any bowler not present when it is their turn to bowl they can be skipped and receive zero?

My league rules clearly state that a bowler has until the end of the 3rd frame or 15 minutes from the time the league started to show up.  The 15 minute rule prevents the kind of stall tactics that your opponents used.  If this is not in your league rules, you should try to have it added for next season.

I agree with Brunswickjames.  If I were on the LATE team, I would have approached you with the information while carrying a pitcher of beer for you.

Now that's sportsmanship, unless we're talking about two pitchers.  At that point, you better make sure someone isn't looking to get lucky

Seriously, without the 15 minute rule, I'd concur with Keith Frye on this one.

Most leagues just have for example by the end of the 3rd frame no time limits. Telling the other team is just common sense though.

Well, it seems that the ballreviews forum has struck again...great input guys.
Coincidentally, the league president is having a meeting about setting up for next year, I'm going to bring that 15 minute rule idea to his attention.

Thanks for all the help

Our Mixed League has the "three Frames and you're out" rule. We have used it only twice, that I can remember. It allows the other team to move on...get things done and have some 'extra' time with the family or what ever they want to do. We never rush the frames, we do allow the other team, if there's a legal lineup, to slow down and wait a bit, but if they are a team that wants to 'push' the rules on every little thing, then it's "getty up and go' bowling to get the three frames in.

For our league, it's all about sportsmanship...you show it to someone, it will be shown in return. In all fairness, (we bowl on a military post) we don't always hold to 15 min, but more than 20-25 and it's "time's up" . (sometimes it is slow getting on post..checking cars and all).

One suggestion for your next years rules....Put it in writing, allow a fair time limit and hold everyone to it, not just the "bad" team, but everyone.

There is an ABC/WIBC rule regarding delay of game:

quote:
Forfeit Delay of Game Rule 11  No unreasonable delay in the progress of any game is permitted.  If a player of team in a league or tournament refuses to proceed with a game after being directed to do so by a league or tournament official, the game or series shall be declared forfeited.

Leagues around my area consider the league officiers and team captains the board of directors of the league.  So if the opposing team captain directs them to bowl and they take off, it seems that would constitute a refusal to bowl and cause a forfeit of the game.  Just a thought.
