Most important factor in a bowling ball's reaction

This is only for the ball.  Obviously the person throwing it - revs, speed, axis rotation, tilt... have a big effect.

I am glad you are over here shapening up your knowledge. Cover is responsible for 50-70% of ball reaction depending on what school of knowledge you subscribe to.

Layout is around 7-15% and core is another 7-15% of your reaction. All the other variables are fairly minute.

Yes. After the bowler, and what he does with the ball, the COVER will have the most impact on reaction.
