Please Explain How To Read This

I went with a friend to the 2007 Junior Gold Tournament in Buffalo, NY.  All of the kids seem to struggle on the lane conditions at AMF Airport lanes.  They posted the lanes conditions but I did not how to read it. So I could not help.

If someone doesn't mind, would you please explain (in detail please) how to read & understand the lane condition below. Explain what is a lot of oil (in ml) what is a dry condition (in ml) and what the pattern is designed to do and how to play it.

Since some tournaments post their lane conditions, I am sure bowlers like me would greatly benefit from a lesson on how to read the pattern that has been posted.
