Yes.  Someone please correct me if I'm wrong, but they changed the rules on that this year.

The PBA didnt change rules as far as I know but the ball companies themselves are the ones who made the change in rules. From what I remember Ebonite said thier staffers could throw any brand so storm responded in kind.
