Altering Ball Surface

Interesting thing happened tonight in bowling, after practice and in the 4th frame, the President of the league came over to my team captain to tell him the guy on the other team is currently sanding the ball he was just using.   The team captain told him it's illegal and he continued to use the ball.  

The league is based on a 30 point system.  

What should happen?  (I am pretty sure what is going to happen but just want your opinions and rule interpretation)

I can say without any doubt that he would certainly forfeit his points from that point forward if he continued to use that ball.

I am unsure of what would happen to the overall TEAM points. I don't think the other teammates points would be in jeopardy but I don't know about the overall team game points.

Rule 18 - Bowling Ball - Altering Surface
Altering the surface of a bowling ball by the use of abrasives while bowling in USBC competition is prohibited.
All bowling balls so altered must be removed from the competition. (See Specs Manual on bowl.com)
NOTE: If it is shown the bowler had prior knowledge his/her actions were in violation of Rule 18, the
game(s) in which the violation occurred is (are) subject to forfeiture. In addition, the bowler is
subject to dismissal from the league and suspension of membership.

I hate that phrase "Subject to forfeiture".
Does that mean if the offender is a friend of the president, he won't have to forfeit?

Who decides that the game will be forfeit?
I would assume the opposing captain has to ask the league officers to make a ruling, but this being the USBC and subject to the whims of the local constabulary, who knows?

In this case, the league President told the opposing captain it WAS happening and the offender was already warned by the President. Isn't that or shouldn't that be an automatic forfeiture?

What's the real story here?
