I doubt that you can fill a league with enough bowlers of that level and keep them, even though it is a shorter format. The idea is IMHO good, but I think hard to keep up.
Another format idea:
My club does a summer league for 3 years now with a very entertaining format for bowlers at any level. Since my club has only 10 lanes, they play trio teams.
Players have to tell whether they join next start to prepare - the teams are eahc time drawn from 3 pools based on the official or unofficial handycap - the pool of attendants is simply split in 3 grous of high/medium/low. One player from each pool is alloted to one team.
Idea behind it was to have quite even teams, but also to have the players get to know each other better, and have the better bowlers give some advice.
It was and is big fun, especially because you had the opportunity as a 140 pin average player to be in a team with premier league bowlers or even national team members. The whole thing also worked fine without any handycap, in 2006 a team handycap was added.
Starting money was/is quite low (less than $2 per game this season), because the club supported this event with 10 starts, and we had a small money pot for the best teams, depending on participant numbers.
