Ever heard of changing the shot after a cut

Bowling in the state match play tournament down here in charelston this weekend, we had 8 games of qualifying, then cut the field to the top 8 bowlers for round robin match play with pins carrying over.  Well as they were annoucing the cut number, all of us who made it were informed that the match play portion would occur on a different oil pattern than what qualifying was on.  

WTF? I've never had this happen before or even heard of such a thing, and I didn't see anything in the rules about changing shots.  I'm not the leader, I'm just shocked about it.  I could see him being pissed about it.  Anyone have this happen before?  How did it turn out?
