Yes, it can still be on your end, especially if you're using Internet Explorer or Netscape. Sometimes the auto process that empties your working buffers is not always succesful. Therefore you have to manually clear them out. It's hard to tell the difference between the actual download and the browser actually drawing the screen.
I've had no problems downloading from anywhere over the last few days, until my cable modem starts chasing its tail.
