If you can get your hands on one, you are allowed to use an international release ball in USBC play right?

All the ones listed as approved on USBCs website are allowed. Newer ones will have the USBC logo on them.
…… you can't  add a physics term to a bowling term and expect it to mean something.

This is quite correct. I've seen a fair number of Black Widow Dangers, Taboo Limiteds, Mission XXX, and Undefeated Fires in league and tournament play. Myself being one of them, with the latter.
