If not, where does it say that is the USBC rules?

I can't think of a reason why it can't.  What we have now in many leagues is one step up from that anyway.  Honestly, it's the next logical progression given the path we're on and I'd be surprised if it's not happening already.

I would think as long as all the sanctioning rules were followed you could. Basically all you would be doing is turning on the blacklights during a regular sanctioned league.

You would have to watch out for the pins though, a lot of glow bowling use pins that are not approved for sanctioned play (Colored, glowing etc..)

No doubt.  I can't find anything on USBC's website that says otherwise. 

I get irritated because the centers in my area keep dimming the lights more and more.  I'm like "I'm here to bowl, not watch a move."

Perhaps I'm thinking too much like the oldtimer that I am, but I remember when ABC wouldn't sanction a league that had colored pins and certainly would not sanction a no-tap league or any league that deviated beyond the normal format. I'm not really up on the modern rules but I'm pretty sure that a no-tap league can be sanctioned now, and I wouldn't be surprised if cosmic leagues could be sanctioned also.

My guess is the only league they would not allow you to sanction would be one with nothing but people that are already sanctioned because there's no money in it for them.  I think they're pretty much open to anything else.  Money seems to dictate all of the decisions being made.

I guess I'm on the wrong page but the OP didn't say anything about LEAGUES I didn't know they had COSMIC BOWLING leagues .. I thought it was for parties and kids ..how could what equates to OPEN BOWLING be sanctioned?

No he is refereeing to leagues. One of the local centers on their mens league now has 3 or 4 large projection screens in front of the back drops going down the lanes. They dim the lights over the lanes and turn on the tvs while bowling. It looks like a strobe affect when changing between commercials or depending on what event is on the television. It creates a pretty bad glare on the lanes as well. The kind of thing you want when showing up to bowl in a mens league.
…… you can't  add a physics term to a bowling term and expect it to mean something.

kidlost2000 figured out where I was going.  A men's league a subbed on is virtually like cosmic bowling without the lasers.  But, it is a sanctioned league.  I was wondering what the USBC requirements were.  Can they shoot fireworks off while we are bowling?  Have women dancing on polls down the lanes?  What are the limits?

The answer according to USBC is "Yes".  They only certify the lanes and equipment.  The environment can be anything.  Black lights, music, the circus, doesn't matter.
