I buy my equipment at a pro shop but lately on a couple of balls around the ring finger this happens.
Seems you are talking about what we used to call "stress" fracture. It seems to follow the contour of the drilled hole. From what I understand about this type of "cracking", pbballdoctor has already explained about dull drill bits and too much superglue.
My driller always replaces them but what causes this are the balls being made cheaper.
I don't understand your question. Balls are always manufactured with an eye towards saving money if possible.
It is a balancing act for ball makers these days, trying to make as good a product as possible, while trying to save as much money as possible.
