Can you create a sanctioned league or tournament and have a ball restriction rule?
Have a Plastic Ball only tournament.
Only balls that could be used would be White Dots and Target Zones.

why now? junior gold and many collegiate tournaments have 5-6 ball restrictions. just be very clear about ball requirements. "plastic ball" could mean it has a core in it with a plastic cover. and in your case plastic with a pancake also includes maxims.....and what about the clear plastic balls or vizaballs
edit: why does the event have to be sanctioned? USBC has no credibility anymore. but thats a different topic. just put all USBC rules in effect on the flyer and dont sanction it. then you could really do what ever you want

Sure you can, each summer Earl Anthony's house in Dublin CA has a league that requires you to use a specific ball. They have a deal with Brunswick and choose one ball for everyone in the league. The league members get a ball at a good price but that's the only ball they can use. No plastic, just that ball for every shot thrown and it's a USBC certified league.

Cheech,
I guess you right. Probably keeping them out of it is a better idea. Just the whole thing with the money. Yeah Maxims, Vizaballs, and Clear Plastics would be okay. Balls like the XXXL (Which I have) would be banned.
Milo,
That is interesting. I can't imagine everyone using the same ball in a league. Pretty neat idea. I am guessing people would need to put their initials on their ball. Finding your ball on the return could be a chore.

LOL, you know, I didn't think of that part. It would make for some searching to find your ball.
I don't bowl the league because I'm a big believer in plastic for all my spares and not willing to do it any other way.

Would this include the Taboo Spares and True Bloods? If so, those could be stacked.
BL.

I was just reading about a tournament that Machuga is holding - plastic ball only and only one handed deliveries. Don't know if it is USBC sanctioned.

Here are some of the basics:
1. PLASTIC BALLS ONLY. A list of approved equipment will be posted soon. The ball CAN NOT have an RG Diff greater than .020. NO EXTRA HOLES. If an extra hole can't be used for gripping it will NOT be approved for competition.
2. NO TWO HANDED DELIVERIES. It's Machuga's tournament and you should already know his stance on the issue. If you don't like the rule and want to complain we suggest you cry us a river, build a bridge and get ...

The Machuga tournament was run last month. Chris Loschetter won it. Thirty-nine people, I believe, participated.
