The above link has a laser finder to point to the board and an LED that lights when you hit the target.  Since it is already in production, why not buy one of these?

Cheap solution. A stack of 2 pieces of 1 inch white tape on your desired target. You will hear a very distinct thump when you hit it. No damage to the lane and no marks on your ball.

All good suggestions, but this is for an 8 year old. I was looking for the PVC option ...

PVC-Just take 2 elbows ,2 tees an some straight section make a upside down U that will reach gutter to gutter. Hang a piece of string with a orange fishing bobber on it from the cross bar and place it over the target area.

+1 But make sure you have more than one target!! What's the point of hitting something at 15' and forget about the other 45' ? Use the target device further downlane and use the arrow as your first target and the device as your second or third target!!

Train a child up in the way they should go and when they are old they will do some "Damn Good Bowling", be a "DV8" and not turn from it, besides bowling starts with a Big B!
