Here is the situation: We had a friend join our team 3 weeks into the winter season. She bowled that night and set her avg. Then before she could bowl again she ended up rolling her car and breaking both her arms and some head injuries that are not too serious. She will recover and be ok, Thankfully.

 However she will not be picking up a ball for quite some time though. This is where I need some advice. Let me set the scene, we told this to our secretary and she said that we would need to take her #'s for 3 weeks before reverting back to a vacancy score and that she would still be responsible to pay unless we could replace her with another bowler. I think that would be right if she had quit but she did not and I don't think she should be penalized for having bad luck. Thanks in advance for any thoughts and info as to how to handle this.

This is what is so GREAT about our country today!  A woman breaks both her arms, legs, etc..., probably can't work now - which likely places quite an additional burden on her or her family, and a stupid league is worried about collecting what, $45?  Are people just great or what?!

If I were secretary, I wouldn't even worry about it.  However, unfortunately everything is all about the $ now, so here would be my solution if the league/house is going to be a douchebag about it, I'd cover the 3 weeks for her and just recover it from any prize money received at the end of the year before it's split amongst the team.  So, if the team gets $100 back at the end of the year, you take the first $45, and the remaining $55 is split equally between you and the team.

Any chance you could have a "50/50" pot one night for her to cover the cost of her bowling commitment to the league - with any remaining money going directly to her?

50/50 is a great idea, but be careful with them.

The New Jersey Gaming Commission had a huge beef with centers running 50/50s because they are a game of chance [thus falling under their "jurisdiction"] and not skill, not to mention the fact they weren't getting any action on the 50/50s.  They "fined" all the bowling centers they nabbed with an initial $3,000.00 fine, although later repealed the fine for whatever reason.

Just check yourselves and make sure there is not going to be a beef with a 50/50 in your area.

I believe most leagues I know of requires a 2 week notice, however there has been exceptions due do emergencies and things of that nature.

Every league and secretary are different so it's honostly hard to answer. If you had a decent set of league officers they would find a way to help. Check to see if the center knows of any extra bowlers that could be available for you.
