when someone says NIB-15 lbs Virtual Energy for example what  does NIB mean?

  More likely, especially in my case, NIB = NOT IN BUDGET!

  Actually, it is an acronym for New In Box. The other guy led you correctly, I just had a funnybone that needed tickled.
