Fouling & scoring during league play

Last league session I noticed one of the bowlers on the other team consistently fouling.  Very noticeable atleast a half a foot over the line.  The foul lights never came on.  I have yet to see someone foul in league.  If you foul does that ball not count?  How does it work?

We did lose the last game, but took 5 out of 7 points. Let say you see someone on the other team do it and the light doesn't come on, what is the ruling on that?  What would it take to change the score?  Would someone from the front desk be required to make a scoring change like that?

This guy fouled atleast 6 times or more per game and I didn't say anything & my fellow teammates looked the other way too.  He might have fouled enough to the point of us taking all points and winning the last game.

Yes, if you foul, that shot shouldn't count.  So if he was striking on fouls, you should have called him out on it, since they shouldn't have counted and he should have had to take a second shot.
