Gambling: Hdcp, Scratch Pots, and Brackets?

Are Handicap/Scratch Pots and Brackets illegal?  Rule 15 of the ABC/WIBC rule book doesn't clarify or elaborate on whether any of the above are considered a form of "Gambling".

Would a fellow league bowler who feels they were wronged while participating in such an act (i.e. Side Pots) have a legal right to complain to the local association?

Apparently not.  ABC runs brackets themselves at the Natl.  He may have legitimate complaint about the 50/50 tickets though.

50/50 isn't considered "gambling"...it is a drawing in which folks voluntarily make a "donation" to help support a group/cause...with the benefit of someone winning half the money collected.

While ABC condones and participates in such today, one of the major reasons ABC was formed orginally was to force gambling out of organized bowling. Funny that ABC has seemingly abandoned its roots and has not even altered its rules to make it clear.

The last 2-3 times I've bowled the ABC's in the National Bowling Stadium, you can get in the brackets there but had to go collect your money at the old Reno Hilton(which is now the Golden Phoenix).  I thought this was their way of saying that gambling wasn't allowed.  However, in Tennessee, you got your money right there.  I don't know what their stand is anymore....I guess pots and brackets no longer affect the "integrity" of the game.

I bet that Pete Rose likes that theory! I believe that there is a "skill requirement" that makes this different than gambling.
