Well, I would not worry about bowling on that shot...if the league is a USBC sanctioned league then you were bowling on an illegal shot and the house should be fined. I would contact the local office and have the center investigated because if the mechanic did truly cut the buffer then that means that their lanes are like that every night and, since it was done intentionally, the house's sanction should be removed.
There must be a MINIMUM of 3 units of oil across the lane throughout the entire pattern (the 1 board gets a gimme here because no lane machine can oil the 1 board consistently).
However, if you truly want to play the shot it's a simple concept.
Use the 10 board as your breakpoint. If you miss right, you know it's going to hook there's no oil there. If you tug it, the ball will most likely sit in the oil.
I would use a ball with mild backend and play somewhere in the 17 to 12 range with lots of forward roll. This should get the ball to set up in the pocket and not stone 9 pins due to the angle.
