This is an issue that has come up concerning our city tournaments. If a player suspects an opponent's ball of being illegal, then what's the procedure? Or lets say someone bowls an Honor Award and are accused of using an illegal ball. Do you make them weight out that ball? If so, how do you determine WHO is supposed to weigh out that ball and make any weight hole adjustments. Do you then have to obligate the association to weigh out every ball that cashes or gets an Honor Award? On the spot when the players complete tournament play? What if the tournament has multiple squads? How would you get a cashing player to submit the correct ball for weigh in if it were demanded? How would a tournament committee know which ball was used?
The only solution is to let it be, or weigh out all the balls brought into the tournament a la Nationals. I don't know any local association tournaments or other local sanctioned tournaments that check ball specs.
In reference to the Honor Score, USBC no longer requires the serial number. They ask if the serial number is on the ball but not what it is (totally useless). So if someone were to protest a Honor Score because of using an illegal ball, what would the procedure be?
The whole idea of weight specs is unpolicable. Unless of course you go to Nationals.
