If the league is sanctioned then everyone has to be sanctioned.

And even if the individual is sanctioned the USBC will not recognize any award scores shot in that league if it is not sanctioned.

If the league is sanctioned then every bowler, even one-time subs, must be sanctioned.

If the league is unsanctioned then it doesn't matter if individual bowlers are sanctioned or not.  Once the league is unsanctioned, the USBC has nothing to do with it.

There is one slight exception.  The sport upgrade does not have to paid for a one time sub.  I am actually not positive it is USBC, but I heard it was.  They still have to have the basic USBC sanction.

That is a USBC rule and it is something that our PBAX league addressed last summer.  I wanted to keep that rule since it seemed likely that there'd be at least a few one-time subs and even though it was a summer league, they wouldn't let us keep the Sport sanction through the next year like you can if you purchase a regular sanction during the summer.  Essentially we'd pay $9 for the Sport Upgrade for all of 11 weeks of bowling, and if you only bowled once, it was a real waste of money.

It bugged our youth coordinator to no end that someone might get to bowl 3 games on a PBA shot without paying for the upgrade, so we voted to get rid of that rule (the rule is written that it's up to the league to allow subs to bowl once without getting a Sport sanction).

If you don't get the Sport sanction for your one week of subbing and you bowl an honor score, you only get the standard award, not the Sport award.  Same for Sport-sanctioned tournaments that do not require a Sport membership to bowl.  If you have the Sport membership, you get the Sport awards, otherwise you get the standard awards.
