Is the ball reading at 19 mph as measured by a Qubica speed gun, and where is this measured? If it's measured at the end of the lane, your ball coming off your hand may be a mph or two faster, as the ball naturally slows down when it encounters friction. Also, if you are throwing the ball straighter, the guns may measure faster than if you are travelling the lane from coast to coast.

Keeping those items in mind, you can slow down by moving closer in your approach to the foul line. This should help you because by taking smaller steps your backswing won't get as high which should slow you down. Also in your mind you could try to use some mental notes to keep yourself slow, maybe using a timing mechanism to focus on keeping a slow, steady approach.

It will take work and lots of practice- speed regulation doesn't come easy. I'm one that normally likes to fire the ball down the lane and it's taken me years to learn how to keep things slow and steady when necessary. Good luck in your quest.

When I want to slow my speed down... I move up on the approach.  It forces me to take shorter steps, and it slows my approach down.  In turn... that slows my ball speed down.

I have not seen you bowl but, Try Slowing down your armswing. If you slow that down the ball cannot go fast unless you pickup speed at the end of your swing.

If you are consistent with your timing, than you need to slow your footwork down.  Holding the ball lower will keep your backswing from going higher, unless you are forcing the ball somewhere.  I would bet that is what is happening, since your body is probably trying to adjust manually to what feels normal.

Also it depends on where you are playing on the lane.  Its common to have a faster shot if you play more inside, in the oil rather than if you swing it outside.  If you have changed balls, the ball you see higher speeds on is probably skidding further than you are used to seeing.
